Are you trying also by booting from the installer? See if it will take the drive or install in boot.
There are several times I have not been able to boot installer so moved HDD to another PC to install Windows 7. So far it has worked fine every time.
When you plug the new Windows 7 HDD back in and start up, it will show a cascade of
drivers swapping out, punctuated by requests for restart. Then it's over and ready to rock.
I have always run chkdsk, sfc /scannow and HDD surface scan afterward in disbelief it went so easily, but it always checks out and never has had further issues.
Worth a try.
