Reinstall Windows 7 Professional 64 bit issues

I have a Dell Vostro 220s that shipped with Vista in 2009. I purchased the 'Reinstallation DVD Windows 7 Professional SP1 64-Bit' with a product key and used it to upgrade from Vista to Windows 7 approx 2 years ago. We have a new laptop now, we've copied all our important files onto the laptop and I would like to do a clean reinstall of Windows 7 on the Vostro.

I went into the boot menu and set it up to boot from the DVD drive and then rebooted with the 'Reinstallation DVD Windows 7 Professional SP1 64-Bit' DVD in the DVD drive. It acts like it wants to read the DVD drive but then boots from the HD. Once rebooted, I can click on the setup.exe on the DVD drive and after selecting English it goes to a Not Responding state. Also, after rebooting if I insert the Windows DVD into the DVD drive and then choose to run setup.exe from the pop up, I get the same 'Not Responding' after choosing English and yes to allow windows to make changes to my PC. Anyone have any ideas what is wrong?

Ok now we need to find out if that machine has a factorydefault setting - that is machines that have that have usually an F key to tapon power up and it then runs though a set of instructions to reset the machineto how it was when it came out of the factory (brand new).
This might be the one to use because I had an idea it was the DEL key but try that first and let us know what comes up.

Hi
An older computer like this when you press the power button to start just keep tapping the F8 key
Then you'll see the boot options to directly select the cd drive and it should boot to disk.

Of course that's after shutting down with the disk already in the cd drive

I've always had good luck starting computer with disc in drive, as stated above, then pressing F10 (on my computer) and choosing boot from CD. Then do an "upgrade" install, even though you are really just reinstalling.

As I stated earlier I've already tried rebooting with my windows7 DVD in the DVD drive after choosing the DVD drive as the 1st boot sequence. When doing so it pauses and tries to read the DVD, but ultimately boots from the C: drive.

If the upgrade disk came from Dell I think ( think being the operative word here ) the disk is looking for a Vista install first in order to install. If you have any of the original reinstall media for Vista try starting from scratch.

Go into bios and disable fast start and see if that helps
Look into the security section for secure boot or also in the boot section,
Might also say speed stepping...

Now some good ideas coming and I would like to know if you tried that CTRL+ F11 combo for the factory default?? as per that link.
