Do you have any (!) errors in the device manager. Take a look at Windows UPdates to see if any newer drivers have been provided when you are online.
Look in your Computer>Manage>Event log>Administrative view for Critical or Errors which need resolving via Google or links.
Run chkdsk on the HDD, plus any diagnostics provided by your HDD maker. Run sfc /scannow to see if there are any corrupted or missing system files, which may then need a Repair install (upgrade over itself done from desktop).
Did you wipe the drive and format before installing using the booted installer's Custom>advanced drive tools?
