It sounds like the Windows 7 OS isn't on the usb stick maybe. I would start again. Format the usb stick to clear everything - so put the usb stick in the laptop, right click on it and select format. Then you have to make the usb drive bootable again and add the iso.
But I'm not an expert on this so follow the instructions on the previous post!
You cannot Boot windows 7 from a USB stick or even a USB attached external Hard drive. This Limitation is by design.
You can only create an Installer on a USB Stick, which will be much faster than a DVD.
You need to use a program to transfer the .ISO file to the Stick.
I recommend Rufus as It's never failed me
SO IMPORTANT: I found a way to go to the system recovery options thru the second windows 7 in the selection, do you think a dell factory image restorewill fix the problem and format the laptop back to its factory look? Also is windows installed already after doing the dell factory image restore?.
A reset should solve all your issues, if it works, and it is not corrupted , it will remove the two copies of windows that you have on the system, any files you may have on the system will also be deleted, and you will probably find a bit of bloatware, (trial commercial software,) on the laptop after - it will install and activate whatever the original operating system was installed but it should at least be usable
