Windows 7 installer stuck at "Setup is starting"

    Don't need to change boot order.
    As F12 Boot menu is already enabled, during startup, press <F12> to open the boot menu. The boot menu
    allows you to select which device to start from, select the USB drive.

    You say you can't boot from your USB drive in UEFI. Does your installation has the efi/boot folder?
    The efi/boot has to be added to the installation, it isn't provided by M$.

    Note that you do not need to change the boot order of drives in your BIOS settings, so just use the one-time boot menu (F12 - Acer E5-572G) to boot from the Windows 7 USB flash drive in UEFI mode or Legacy BIOS mode.

    Note that some of the newer laptops are not compatible with Windows 7, either in Legacy BIOS (aka CSM) or in UEFI mode.

    Rufus automatically creates the boot folder in the efi folder and puts the bootx64.efi in the folder.

    As long as Windows 7 USB flash drive is FAT32 formatted and has \efi\boot\bootx64.efi file, it should be UEFI bootable.
