Don't need to change boot order.
As F12 Boot menu is already enabled, during startup, press <F12> to open the boot menu. The boot menu
allows you to select which device to start from, select the USB drive.
You say you can't boot from your USB drive in UEFI. Does your installation has the efi/boot folder?
The efi/boot has to be added to the installation, it isn't provided by M$.

How to use Rufus to create bootable Window 7 USB for Legacy BIOS or UEFI.
USB Flash Drive - Create to Install Windows 10 - Windows 10 Forums
Note that you do not need to change the boot order of drives in your BIOS settings, so just use the one-time boot menu (F12 - Acer E5-572G) to boot from the Windows 7 USB flash drive in UEFI mode or Legacy BIOS mode.Option Two: Use "Rufus" to create Bootable Window107 USB for Legacy BIOS and UEFI
6. To Create Bootable UEFI USB Flash Drive for Installing Windows107 with UEFI
7. To Create Bootable USB Flash Drive for Installing Windows107 using Legacy BIOS (without UEFI)
Note that some of the newer laptops are not compatible with Windows 7, either in Legacy BIOS (aka CSM) or in UEFI mode.
