No, that is absolutely not possible. An English ISO is only in English, an Italian ISO in Italian. There is absolutely no way to install Windows in any other language than that of ISO image or other install media.

There are some valid and legal multilingual install medias available, for instance in my native Finland all new computers come with Finnish, Swedish and English available to choose when you set up a new PC and Windows is booted first time, also the recovery media containing these languages.

The only way to get an Italian Windows 7 using an English install media is to install Windows 7 first in English, then when installed download and install an Italian language pack and change system display language to Italian. However, in Windows 7 language packs are only available in Ultimate and Enterprise editions (Starter, Home Basic and Home Premium editions cannot use language packs).

In Windows 8 and later, all editions can use language packs.

There are language packs that can be installed using dism. Usually done by installing the language pack into install.wim,boot.wim and winre.wim. The packs come as lp.cab files.

Hunting language pack .cab files which are officially only offered to Microsoft's OEM partners is totally unnecessary, as well as is adding them with DISM.

You can simply install Windows 7 Ultimate or Enterprise edition on a technician machine and boot it to Audit Mode by pressing SHIFT + ALT + F3 after installation is done and OOBE starts:

In Audit Mode simply install language packs normally, then Sysprep and capture the image.

Microsoft has a very clear policy: language packs are available as optional updates for those running Ultimate or Enterprise. Not for any other edition. Installing language packs with any valid or invalid method to any edition than those officially supporting them (Ultimate and Enterprise) is a bad idea and might cause Windows either lose its activation or make it impossible to activate it in the first place. Using features not meant to your Windows edition with a hack or workaround is piracy as clearly as any other form of it.

In this case, the non-genuine status is returned when Multilingual User Interface (MUI) packs that provide additional display languages in the operating system are installed on Windows 7 Starter, Home Basic, Home Premium or Professional edition, all of which is Windows 7 editions that does not support installation of MUI language packs.

Well explained and in my opinion very correct.

If you read the Hass link, it refers to lp.cabs and Enterprise Edition.
Those who have multilanguage oem recovery isos may be curious why they are so big.That explains why.

The thing you posted is about users trying to install MUI packs themselves into a running os ,presumably so they can switch languages, not the same thing.
