Install disk fails to boot into setup

I have downloaded windows 7 home premium upgrade ISO from the microsoft store. The burned the iso to disk using the image burner in windows.

My problem is that the disk will boot, and a "windows is loading" screen appears which only takes a minute. Then a windows background appears on screen with a cursor. That is all. No setup at all. What might be wrong here. I would like to make a bootable disk that works.

I can run setup from an OS, but that is not what I want to be able to do.

As far as I know, 1 most likely problem

Burn a new ISO at slowest speed

@ktr Almost same problem, may not be the same. You may have to change your boot order in BIOS.

I have tried everything advised and no Joy. The disk boots, but doesn't load setup.

Disconnect everything from the computer. Leave only monitor, mouse, and key board. Use the Windows Upgrade Advisor to find any potential problems. Turn off A/V and firewall. Then try to install.

Nothing wrong with the computer. I installed 7HPR to this computer running setup from within XP, so am using 7 now. I want to be able to boot to the install DVD if and when the OS fails.

Good thinking. For now go to Backup center and burn a repair disk to boot repair console until you get the installer working from boot.

I burned the downloaded ISO image with imgburn at 4X and still same results. Is it possible that the iso is designed to only bu used from within an already running operating system being the download is the upgrade version of home premium? I don't know what else to try. I'm running out of blank DVD's.

No, neither the Upgrade or Full Retail require you to use it within the OS.

Gregrocker and many others here are very capable and helpful. I am sure we will get this thing resolved.

EDIT The only other thing that I can think of, even though I have no experience in the area, is that everyone here when they talk about an ISO, they mention IMGBurn, which you did not use. I am wondering if the Image Burner in Windows is capable of giving you the capability of burning a disc that is up to the task. Just a thought.
