You may not have bogus keys.

You said you tried one using Anytime Upgrade?

I'm not sure you can insert a key in Anytime Upgrade that isn't bought off that MS website. Anytime Upgrade unlocks higher version features and isn't a typical retail install or Upgrade. SIW2 confirms this earlier:

You need to follow SIW2's steps to remake the ISO, burn it and install, then try the key to know for sure:
