The issue does not appear to be that the DVD is not bootable, it is clearly booting as you are seeing the white progress bar as Windows loads itself into memory. Once that happens you see the blue Windows 7 background as it attempts to identify hardware and load the appropriate drivers required to proceed with the install.
For what ever reason Window is finding a hardware problem, and it's usually a memory issue or having a problem with the bios. Go to you OEM or motherboard manufacturer a try to locate an updated bios. Also if you have more than 1 stick of ram in the machine remove one and try again. If it fails switch to the other stick and try again.
If you still have a problem afterwards post back and we'll try something else.
Additionally and maybe a stretch, if you burned the ISO yourself burn it again at a lower speed...
