How do I do an upgrade repair?

Can you do a system restore? If so go back to the time that things were good. If not can you do a system restore in safe mode?

You say you can run task manager. Open it and run "sfc /scannow" (without the quotes)

System restore will not work at all. It says that I need to enable it first and when I try enabling it I get a volume label error. So system restore is a no go. I've decided to just try saving the files from my User folder and copying them into another account. Will all my drivers still be intact?

Can you get any functions back using safe mode?

Do you have the DVD that came with the computer or is there a way to restore everythign to factory state, when you received the computer. Dell gives both a recovery partition and DVD's. Check your manual there is a way to do it. If you can get to that point, you can sovle your problem.
