how am I going to use the copy of 7 and activate it on

I installed Windows 7 home premium on a Toshiba laptop activated it and then found out the video card would never work I took 7 off and reinstalled Vista. Now how am I going to use the copy of 7 and activate it on another computer ?
Without Microsoft telling me it on another Computer. I don't want to loose my $109 bucks.

For 109 dollars, you must have the upgrade version. Legally you cannot use Vista on the one machine and Win 7 on the other. When you upgraded over Vista, that OS is no longer available for legal use. You can reinstall Win 7 on your original computer or you could remove vista from one computer and use Win 7 on the other.

If I am mistaken and you have the full retail DVD, then just install in the normal fashion.

I believe that once you have activated your oem install then it is locked to that computer. Maybe you could get that changed by calling Microsoft?

That is correct an OEM is locked to one machine. I do not see a way around your problem. The limitation is the reason that the cost was so economical.

Try to install OEM to another machine of your choice. If it won't activate, call MS at number provided and tell them you accidentally put it on wrong machine. They may make an exception.

Otherwise there are workarounds to get video cards to work in Win7. Try installing drivers in compatibility mode for XP or Vista. Search for a driver that will make it work.
