Easiest would be to boot free Partition Wizard bootable CD, rightclick on D to Resize, slide left grey border to the left to take up the Free Space, click OK.
Next I would rightclick on F nonentity to Delete, click OK. Since the OEM partition is also showing empty and likely not functional partition anyway, you can also rightclick on it to Delete, click OK.
Then rightclick on C to Resize, slide its left grey border to the left to take up the space the deleted empty F and OEM partitions, click OK. Apply all steps.
You now have the most popular setup now which is Win7 on C and a data/storage partition on D. If you dont like the sizes you can change them during the resizing operation, or later using PW CD - the best and most important tool we use here.

I ran into the same thing, I think many misunderstood the question, you deleted the partition and it says free space but to make it usable you must now delete the partition once more to make it unallocated space to make it usable to create a new partition on it, hope this helps for anyone in the future :)
