The .NET Framework 3.5.1 (an updated version of the .NET Framework 3.5 SP1) is installed as an OS component on Windows 7. As a result, the MSI-based versions of 3.5 or 3.5 SP1 cannot be installed on Win 7.
If you need to repair the .NET Framework 3.5.1 on Windows 7, you will need to use to run Windows 7 OS setup again and repair the OS.
