Removed IDE drives and adjusted setup, but wont boot!

I can't get into BIOS!

Look for key given on first bootup screen to enter BIOS.

Can't get into 1st screen. Blue light comes on a soon as I switch it on and that's it.

Nope that didn't work BUT, The computer seems to reboot the drives on a repeat process...

Try reseating all hardware.

Done that!

I have stripped and put the computer back together and still no difference


Is there anyone else with a possible solution.

Have check all the voltages on the PSU.

To be honest I haven't got a clue how to check all the voltages.
Is everyone understanding me or am I just being misunderstood. All I have done is taken away the Removable Hard drives (IDE diskettes) and and removed the IDE cable since then the computer wont boot up. I can here the Sata Drive (Diskette) check itself then the blue light comes on then nothing. It doesn't boot startup screen...
