Call or chat gateway to find out if they truly have a BIOS lock on that model.
You can also clean the HD to give a cleaner slate and force the installer to autostart.
Make your Recovery disks or back up a System Image if you want a path back. Unplug all other drives.
Boot Windows 7 DVD Repair console, click through to Recov Tools list, open a Command Line, type:
DISPART
LIST DISK
SELECT DISK # (for Windows 7 target)
CLEAN ALL (zeroes HD, deepest clean, takes awhile)
EXIT
Now boot back into Windows 7 to Custom Install, using Drive Tools to create partition(s) as you wish, format before installing Windows 7 to first partition.
