Do you have a Windows 7 DVD?
Your best bet if you must clean reinstall because Recovery fails is to deep clean the HD with diskpart from Win7 installer, then Custom clean install to new formatted partition.
This is a superior install because it won't have the bloatware that Factory Recovery disks contain, just a clean copy of Windows 7. It will activate with the Product Key on the COA sticker on your machine.
Yes, that it just what it is supposed to do and it will reboot when the restore operation is complete.
i dont not have any cd's none came with it. and alright once it is fully installed, i will install the other things you have mentioned above

You said you weren't worried about lost files. Do you have any programs or games you need to reinstall, that didn't come with your computer? All of the pre-installed Programs will be recovered along with Win7, but if you added any yourself then you'll need to find their installers or download them again from the internet. We can help you do that.
The way to make a recovery disk is to start in the start menu under Toshiba ?
not familiar with Toshibas myself, but should be similar. Or control panel>Toshiba ?
