Windows 7 re-install

Alright so i saw some unused folders with random items in it and deleted it (It was 4:30am and i was too sleepy to think right) so i deleted something i shouldn't have drivers or something and my computer booted up to nothing but a blank screen with a blinking underscore that will not let me input any data like dos or boot from a CD to re-install windows 7. so is there anyway to wipe my HDD to re-install windows 7 32 bit im dieing without my computer. i went down to a backup under my bed with 1/4 the specs of my main computer, any help would be appreciated.

When booting up my computer i get 2 options.

1: F2 booting into the BIOS
2: F12 booting into the boot menu that gives me the options to check the disc (Dose nothing) or boot from hard disc (Gives me the blinking dos like screen) F8 dose nothing at all i have tried it with both a PS/2 keyboard and USB 2.0

I've also changed the boot sequence in the BIOS from HDD then Floppy then USB then CD around alot and it did nothing so i changed it back to default.

Boot the WIndows 7 DVD Repair console or Repair CD, click through to Recovery Tools list to run Startup Repair. It should offer to run System Restore if the System File checker doesn't first repair the files - it runs several dozen tests like this.

If not, choose System Restore from the Recovery Tools list and restore to before you randomly deleted the files. Let's hope these are files that SysRestore doesn't ignore in its operations.

If you need to reinstall, boot the WIn7 install DVD, select Custom install, use drive tools to delete all partitions, create new ones as you wish, then format before installing Win7 to first partition. After install, newer drivers will arrive via optional Windows Updates. Then any drivers missing in Device Manager can be found on the SUpport Downloads webpage for your model computer/device.

Alright i booted the HDD from another computer and formatted it but now when i go to try and boot my windows 7 disc from my main computer i get a little "BOOTMNGR missing please pres CTRL+ALT+DELETE to reboot" and it dose not show a boot to CD option before showing that message. so right now i need to know how to boot to the windows 7 disc (Ive burned 3 discs from the windows website) ive tried to boot from both of my drives and nothing at all. once i can get to the windows 7 CD i can do a fresh install of 7, but like i said F8 dose not work and when i go into the boot menu via F12 i choose boot to disc drive and it just sits idle and won't let me change anything.

You are saying you formatted the entire install Hard drive? So you have basically wiped the hard drive?

To boot to the DVD, set it first in the boot sequence in the bios, or use the F12 option to select it.

If you are burning the DVDs yourself, are you burning an .iso image? If so are you burning it as an image and not just a data file? Make sure to use good media and burn at slow speeds.

Well i just got done installing windows 7 in my media PC with the same DVD. i think since i deleted some stuff my HDD went bad somehow. not sure if there is a way i fix it but not sure. I'm going to see if i can get a new HDD and that works because i only get 2 choices when booting. the "BOOTMNG" thing or the blinking underscore.
