uninstalling

I recently went to uninstall something in windows 7, and when I go to press "uninstall a program" inside the control panel it does nothing. It appears to not even be thinking. I am wondering why this is, do I have a virus that disabled it?

Well I have Ccleaner which can allow me to uninstall but I am worried that I can't uninstall on the main OS because I have a virus. Also, I can't open up windows update. I can run a virus scan and open the task manager, but am still worried about a virus.

Install, update and run free Microsoft Security Essentials full scan to check for infection, then delete your old AV using Revo Uninstaller in Moderate mode.

Next run sfc /scannow to check system file integrity.

If it reports unfixable System Files, run a Repair Install
