I am getting Windows 7 32-bits from TigerDirect because for some reason BCB does not work on the 64-bits version. I currently have an upgrade DVD for Windows 7 Home Premium 64-bits and I am wondering if I can just use that to install Win7 and then apply the key from the OEM disc? Or do I need to unlock my Upgrade ISO for all versions of Win7? This is for a brand new system that I am building.

I would suggest that you do not use the key from the OEM disc. It is probably tied into a specific mfg.
In addition, if it did work, you would never be able to reinstall on another computer. OEM locks you to one computer. An upgrade ties you into one computer at a time.
I am buying the OEM disc with the understanding that I cannot transfer Win7 to another computer since it is cheaper anyway heh. What do you mean that it is tied to a specific mfg? So do I have any other options since it seems like you don't know if it will work or not =/
Sorry, I misspoke. I was thinking of the scenario when the OS is preinstalled. That OEM key is usually locked into that mfg.
As far as using the OEM key, there are mixed opinions regarding the new EULA and your situation. Some feel that an OEM is not intended for single not resold computer.
So my conservative answer is that I do not know of any other options.
That being said, just wait, many others will come by, disagree with me, and give you available options.
Starting with Vista, OEM and retail use the same installer. It is the Product Key which determines which version will be activated.
If you want 32 bit, be sure to use your 32 bit installer. You can use either 32- or 64-bit with each license.

When you receive the key, it should work when inserted at Computer>Properties link. If it is an Upgrade version key, you'll need to run an Upgrade install from the new install in order to get it to take key.

No, the installers themselves are either 32 bit or 64 bit. The versions you can unlock are Home Premium, Basic, Ultimate, Pro, etc. But most installers are either 32 or 64 bit, not both.
The tutorial you have shows you how to create a combo 32/64 bit installer, but why bother if you have a 64 bit and are soon receiving a 32 bit.
The installer is the disk.
Either x86 or x64.
Your key determines the flavor(version) or windows thats installed.
Okay, so I guess I'll just use my upgrade cd for the installation and use the OEM key that I will be receiving instead of creating a universal DVD. Thanks =)
