Explorer.exe Not Found

I get an error message when I click on the Gadgets item in the context menu with no icon and it comes up with a box saying "Application Not Found" and the title of the window is Explorer.exe

There were 2 folders, program files and Program Files x86. I copied the Windows Sidebar folder from the Program Files x86 folder to the Program Files folder (replacing the existing files) and now it works but there is still a missing icon.
