I have no clue how you could insert a code to make it work.

Is it a learning remote or does it do macros?

The more sophisticated remote the more features it has.

I doubt that you have one, they usually come with home theater systems.

A PC with Windows 7 and Windows Media Center can certainly be setup to be an HTPC (Home Theatre PC). It can be setup to always start in Windows Media Center. A W7 WMC supported Remote Control is used in conjunction with a Remote IR Receiver. Typcially these are available with a TV Tuner. I use a MCE (Media Center Edition) TV Tuner from Hauppauge.

Once the HTPC is all setup, you can place it next to your TV without a keyboard, display or mouse. Your Video Card's HDMI output is used to send Digital signals to your TV's HDMI input. DVI works also, D-Sub will not produce desirable results.

At this point, if you need to further configure your HTPC, you would use Microsoft's Remote Desktop Connection Protocol. RDP is available with Windows 7 Pro and Ultimate. You can remote TO another PC that has Pro or Ultimate, but you cannot remote to a Windows 7 Home Premium PC using windows RDP. You can however purchase a number of third party products that would allow a remote desktop session to a W7 Home Premium PC. (Note the difference between RDP and an IR Remote/Receiver)

So to summarize, first make sure your PC has the right hardware, make sure you have the correct version of Windows, that you can RDP to your HTPC, and then set it up! You can share your libraries from other PC's on your home network, add a BluRay DVD, an Xbox, Media Center Extenders, and Media Servers to make your HTPC better faster and even more entertaining.

Not all computer come with Media Center unless you have a device that picks up a signal, like a TV card or XBox.

    From the Help file:

Windows Media Center is a feature that is included in some editions of Windows 7

Windows Media Center is included with Windows 7 Premium, Pro, and Ultimate. You do not need to have an XBox nor a TV tuner to use WMC. Most PC's sold in fact do not have a TV Tuner and well also not an XBox.
If you have a PC with W7 WMC you can add a TV Tuner and then use this functionality of WMC, but it is not a requirement.
