Are you recording "copy-once" (i.e. copy protected, via cablecard-enabled TV tuner) TV programs, or "copy-freely" (e.g. local OTA networks via antenna or free-QAM from cable)?
You cannot do anything with copy-protected WTV files except play it with Windows Media Center. You are not allowed to read, edit, or convert to DVR-MS copy-protected WTV files.
In contrast, you can do anything you want with copy-freely WTV files.
If you want to look into a very fine non-free TV video editor for copy-freely content (and it can edit/convert copy-freely WTV files to any of many other formats) investigate
