Cyberlink says Video Card isn't powerful enough for Blu Ray.

Ok, had some old parts lying around and built an HTPC with them, it is for streaming media, Blu ray and recording over the air hdtv signals. It is an Intel Pentium Dual core e6200, 4gb of ddr2 at 800mhz, 500gb wd 7200rpm as boot drive and 2tb wd green as data drive, Samsung blu ray drive, a RADEON hd 5650 1GB and it is all in a Silverstone gd-05. The blu ray drive came with cyberlink powerdvd 9 to play blu ray and every time I try and play a movie it crashes the software. When I ran the blu ray advisor it says the video card isn't fast enough. Is cyberlink lying or the software just that crappy?

I don't think that the graphic card is not powerfull to play Blue Ray. Try opening with other software. I personally use Gom Player.
You can also try Media Player Classic.

I thought because of blu rays encryption that programs like these would not work but I will try them.

The other thing I like about the PowerDVD is it does integrate with Windows Media Center so I never have to see the desktop. Do any other programs do that or can you play back blu ray in XBMC?
