Windows 7: Laggy/grainy video

Laggy/grainy video

Can someone please help me figure out how to resolve this issue. My computer is as follows
2.1 GHz CPU
2 GB Ram
Geforce 6600 GT card
System Rating
3.4 subscore
4.4 3D graphics

I was running Windows XP previously and all videos were perfect. Ever since upgrading I have an issue viewing video, particularly in fullscreen. It becomes grainy and laggy and even slow motion (in divx, which causes the sound to become off pace with the video as well). I Have tried reinstalling drivers, reinstalling the OS, adjusting IE and FF settings all with no luck so far. I have also tried using hulu, youtube, avis, whatever kinds of video and the results are mostly the same. Also with Divx web player in fullscreen I do not see the black bars but I see my desktop and taskbar on the top and bottom instead. I am using an LG 19" Widescreen monitor at 1440x900 resolution. Can anyone help? Thanks

Here is an example of divx, bad quality and missing black bars. I have to use divx because my favorite streaming site uses divx.
