Replacement for WMC to receive & record OTA TV and act as DLNA server

I'm using Windows 7 Media Center to receive and record OTA TV, and also act as a DLNA server to stream the recorded TV to our home media center. Works fine, except I've been unable to stream the Closed Captioning information (which works fine on the PC). Based on others' difficulties seeing CC when playing DVDs with WMC, I suspect that WMC isn't going to work. Ever. So, I'm looking for a substitute software to do all this -- receive and record OTA TV, act as a DLNA server to stream those recordings to a DLNA client, and provide Closed Captioning at the client as well. There are dozens of softwares out there that suggest they "support" CC, but so does WMC, sort of. I would like to hear from someone who has actually done all this. Would be nice if it ran under Windows 10 as well. I'd even entertain paying for it .

I'm running W7 WMC on a laptop connected to my Pioneer Kiro TV via a HDMI cable and CC comes across fine.

Thanks; it looks like the broken link is the DVD player. I don't have an HDMI port on the PC running WMC, but that gives me something to go on.
