Run sfc /scannow at an elevated command prompt - if other programs work, then WMP and WMC may be corrupted. Doesn't seem to be hardware or heat either.
yes videos work fine in vlc player for example. the problem is confined to wmc and wmp...which is why i doubt its a heat/hardware issue.

the scan says it did not find any "integrity violations"

Not many options left - open up msinfo32.exe and then look if there any IRQ conflict. As a test you could take out the sound card and enable onboard sound. Try looking for IRQ's first and see if one interrupt has a lot of resources assigned to it.

You are looking for the first 24 IRQ's - look for ones which have more than one device sharing the resources.

the only IRQ with multiple items is IRQ 23 it has 2 nVidia Serial ATA Controllers and Standard Enhanced PCI to USB Host Controller

If you are not using the two controllers, disable one in the BIOS - if that doesn't it, try enabling onboard sound.

i have 2 hard drives and one sata dvd-rom drive so i cant disable the second controller but what i did do was take out the x-fi and went to onboard sound, windows automatically installed the drivers for it. ill look and see if there is a change tomorrow.

im on onboard sound now and it is a lot less choppy but it still has little moments where it will "skip" but its much better. i was changing settings in Win7DSFilterTweaker and i disabled media foundation for .avi files and now there is no choppy skipping at all BUT only some videos will have audio. others will play but with no audio. could this be caused by the .avi file not being coded correctly?

Media foundation is a base - I would now try getting rid of all codec packs and installing ffdshow - then set the decoder for .avi to ffdshow. Reset all the previous tweaking options first. We are getting close to fixing this.

ok with only ffdshow installed i dont get audio in any .avi files. should i install ac3filter to fix? also in Win7DSFilterTweaker i have changed xvid, divx and aac to use ffdshow under the 32-bit section. i dont have any filter options for the 64-bit section.
