Actually, you're all wrong. I solved it. Go to CCC

Catalyst Control Center and turn off the dynamic contrast setting on the advanced tab.

    Voila! You're good to go!

"Catalyst Control Center and turn off the dynamic contrast setting on the advanced tab."

I think this fixed my issue!! I'll give a week or so and post back here.

I'm experiencing the same problem mentioned in the OP. I don't have "Catalyst Control Center" so I can't apply the fix that worked for the other user. My other computer has the same problem. Neither have the problem when viewing the channel using HDHR View, only when using Media Center. The flickering is on the recordings. The flickering is in sync across both computers if the video is actually in sync. I am a Verizon FIOS customer. SD channels are fine. Many of the HD channels are fine. Some commercials on the HD channels have flickering while others don't.

The flickering is most likely copy protection added to the HD broadcast by the TV station. The TV or monitor you are showing the picture on is not HDCP compliant.
What is HDCP (high definition copy protocol)?

I found some "auto contrast" settings deep within the menus of the graphics cards. Disabled them. Problem solved. Thanks though.
