We seem to be getting somewhere! I do have a few more suggestions, I believe after reviewing your manual for the mobo and reviewing the specs on the CPU, one did not actually support Intel Speed Step! What this probably means is your just adjusting voltages on your board but the cpu is doing nada except getting hot!
Try adjusting the voltage down towards the lower limit specified on the Intel website for your specific CPU. I am betting you can get that CPU to idle at about 35C with no load. Adjust a step at a time and review performance, temp.

I would review your mobo specs, the provided CPU support list and then go over to Intel's website and and review the CPU specs and pick one that will provide decent performance at a reasonable price. The price you list is acceptable to me, but maybe not others, or maybe others would spend more...review the specs of the CPU Cooler, specifically the physical size and the rated noise (db).
