Hi..I fixed mine this way and I now believe the problem is entirely due to mscoree.dll ..>net 4 installer fails to change all files dll's. The version you will have is 2 'something' but the version you need is 4.0.31106.0....... search on you machine for mscoree.dll version 4.0.31106.0. there may be a few..use properties and then click detail look at each ones versions..then the hard work..you have to replace the 2 mscoree.dll version 2's with the version 4.0.31106.0. This should be done normally and automatically with .net4 but it fails badly The mscoree.dll varies in size but look for size 291 and 435 ..these are the correct ones and hopefully they are same as mine..then you have to use 'permissions' to be able to replace the '2' versions with the with the correct 4.0.31106.0. version..its does work but it takes time..can any mod or expert shorten this procedure. Its does work for sure.. The files can be found in the syswow64 directory and the winsx directory
