Database won't allow more than one person

We have an application that we use for training employees that uses an access database. We just upgraded these pc's to Windows 7, and since then have been having locking issues. When I close the application it does not remove the .LDB file. The user has all necessary permissions and the app is being closed correctly. I can go in and delete it after closing the application, but we need to find out why it's not automatically deleting it when we close the app. We also have the same exact issue for another database on another Windows 7 pc. Before switching to Windows 7 it was rare for this to happen, and now it happens every day. Sometimes two people could get in, and then in the middle of the training it locks up on one or the other. The error it gets is a basic error from the software, not directly from the database or access. It uses Microsoft Access 2000 Runtime. Of course the company doesn't support it anymore so will not give any help. One of the errors is attached, the other gives no information. Thanks for any suggestions!
