Windows 7: Sync issues

Hi guys,

I have office files that sync offline with a VPN, the problem is when i go online i keep getting the error "problem sending the command to programme."

I have unchecked the DDE in settings as advised in other threads but i still keep getting the error.

On the second or third attempt it might open so the problem does appear intermittent.

They are mostly excel spreadsheet in 2010.

Also i have difficulty moving from window to window from the task bar, the screen flickers like no body's business. would the two faults be connected?

Any ideas?
