Windows 7: Use Outlook Anytime

I use outlook for my email. I can use it when I'm home through my cable provider, but when I'm away from home I can only receive messages and not send. I can across Outlook Anywhere, but can't figure out how to set it up. Can I use this service with a home network? If not is there another service that I can use so I can use outlook anywhere?
