publisher 2003 having multiple issues

The computer is running windows 7 64 bit publisher will not cut and aste from word, will not cut and paste from previous publisher files, freezes and closes without cause.

I have installed office 2003 pro and it had these problems as well, so I uninstalled it loaded publisher from a stand alone copy and the rest of Office from the office 2003 pro disk.

Worked fine for a week, now has the same exact problems. Is this becuase of the 64 bit program?

Does the cut and paste (clipboard) function work in other circumstances?

Perhaps you could try using the System File Checker:
SFC /SCANNOW Command - System File Checker

yes it works fine outside of office, I ran the sfc \scannow command and it detected no intigrety issues. Also, when you try to open a second publisher document it either will not open it, or it crashes the program.

Tried that no effect at all.
uninstalled and loaded another copy of 2003, I have installed this legit VL on dozens of Xp computers without problem, but on this 64 bit Windows 7 it is doing the exact same thing.
