I wonder if this is what you are looking for:
There is a drop down menu from the 'font' tab on the ribbon - however, this will highlight text in a document.

If you mean the highlight selected text to, say, 'copy' or 'cut' and paste, then it's not necessarily the answer. As you can see from my illustration below, the selected text is highlighted in blue, which was automatically applied.

    Selected text

If you wish to change the colour for 'selected text', press the Start Button and type "Windows colors and metrics" (without the " " marks).

The list which appears above will contain a link to, Change windows colors and metrics.

In the Item drop-down menu, choose Selected items.
Next move across to the Color 1 drop-down menu and choose your colour.

I think you misunderstand my question, I wand this kind of thing, "When i select words or paragraph for cut or copy i want change that time selecting color change. " If follow your 1st solution then that selected text permanently highlighted at that color, but i don't want that kind of thing.

Irene is quite right in her post above. But note that you can only change the highlight color if you've chosen a Windows theme that allows it (like, for example, Windows Classic).

Another way to do it is to right-click your Desktop to open Personalize. Select: Window Color and Appearance, and click on the Advanced button. In the Item drop-down menu, select: "Selected Items" and change the color.

Do you have a theme set on you PC? If so, change it to Windows Classic - then see if it makes a difference.

    See Imperfect1's post above.
