Obviously this is the problem. I'll try nenaming the ebtire folder and if that doesn't work, I'll rename it file by file.
Thanks for the great answer. You hit it on the head.
    Good luck.

    My last gasp.....

Create another user account with exactly the same privileges as the one you are using > logon to it > open Outlook > configure the same account into it > test your Send/Receive.

    Quick Test

I have seen AV interfere with mail programs. Temporarily turn of your AV and try a send and recieve. Be sure to turn your AV back on.

Already tried different profiles. No luck.

Don't know what "AV" stands for but email works on this machine when setting up new accounts and then testing them as well as MS Mail Live.

Send/Receive seems to be looking for a module or DLL outside of Outlook which is missing. Reinstalling Outlook (Ofice) doesn't fix it nor does installing different versions of Outlook (Office).

Anybody have a clue as to what "Send/Receive" uses?

    Avast

I am guessing that is your problem. Turn it of temporarily and try a send and recieve. Ehen you are done testing be sure to turn it back on.
    Post back with the result.
