No, do not delete it.
You haven't said what software you've got installed, but this link explains what the folder is for in terms of Microsoft Office 2007.
Basically, MSOcache holds installation files copied from the installation DVD during installation and repair operations. Strictly speaking, the folder should be hidden so if you don't want to see it you need to go into Folder Options and check "Do not show hidden files". Well I must disagree. I always delete the MSOCache folder because, as previously stated, it only holds copies of the install files from the Office install disk. C: - Windows 7 + apps. Pagefile is fixed size and located at the very end of the partition.
