Excel 2003 - Document Corrupt - Windows 7 Only

I have an Excel file that is downloaded from an outside companies website. The files have been used for years without problem. Now that I have two users that have Windows 7, I have run into a problem. When a user tries to open the file in Windows 7 it says that the file is corrupt and asks if you want to recover. However, if you open the same file on a Windows XP box it is fine. Once the XP user clicks save then the Windows 7 user is able to open it without problem.

Both the Windows XP users and the Windows 7 users have Excel 2003 installed.

Scenarios
one:
Windows 7 User downloads.
Windows 7 User cannot open.
Windows XP user can open.

two:
Windows XP User downloads.
Windows 7 User cannot open.
Windows XP user can open.

If at any point an XP user clicks save then the Windows 7 user can access it.

Other things to note. Sometimes the files contain Japanese characters. Once the file is saved in XP, the Windows 7 user is able to view the file in full, including the Japanese characters. (I only mention this because I don't know much about how languages effect Excel)

Things I have tried: (None worked)
I tried to open as administrator
I tried to run in compadability mode (all versions of XP)
I tried using the open and repair function.
I tried installing the Japanese Language pack for Winows 7/Office 2003.

Things I noticed:
If you open it in Windows and run the repair utility it does open, but all the formatting and Japanese characters are missing. Also there are two hidden sheets that are unhidden.

If anyone has any clues let me know.
