Suddenly email links/hyperlinks stopped working

I am having two problems with my Windows 7 Home Premium/Microsoft Office 10 using Internet Explorer 9. The first is below.
When clicking on a hyperlink in an e-mail (or on a website), I get a message ‘This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator’. I am the administrator of this stand-alone computer. How do I deactivate the feature so that I can use hyperlinks?
Until three months ago, this features worked well.
I have tried the following: - Tools: Internet Options: Advanced Tab: Programs Tab; Internet Programs: Microsoft Outlook: Default and then repeated for Internet Explorer. This does not seem to be effective. It is as though Windows 7 will not take instructions.

I am unable to attach a photograph to e-mail in Windows. e.g. I right click on the photograph, select ‘Send to recipient’, select size, select ‘attach’ and then nothing happens. Previously, the e-mail opened with my photograph attached. I use this facility to send photographs as it reduces them from xMb to xKb. before being attached to Outlook

Yes. I have removed and re-installed Microsoft Offioce 10

I had removed and reinstalled Microsift Office 2010.
Made no difference to either of the problems
