Office 2010 - Outlook - Restrictions in Effect

Hello,

Please note that I have searched for a solution on this and I can only find reference to this issue when clicking a link within Outlook.

OS: Windows 7 64-bit
Office: 2010 32-bit

Issue: When starting Outlook 2010 a pop-up appears stating the following.

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

I have gone through most of the recommended fixes for the link issue (ie Chrome / IE default and registry corrections for htmlfile reference) in the event that may be causing the issue.

The only thing that is tied to Outlook so to speak is Sage ACT 2012 (add-in). ACT will run when running from start menu without any issue. There has been no apparent updates or changes to the computer (it was off over the weekend and all was working find on Friday).

Has anyone run into this or have any suggestions on how to correct?
