Network is a closed network with no internet access

When clicking on the "Open in Explorer" button access is painfully slow.
Access is lighting fast once IE is reset to default from the Advanced tab.
Now here's the kicker. This does not work for the normal non-admin user. The user can reset IE but the issue still remains. If the user is given admin rights, and then resets, everything works.

A network drive mapped to the same webdav folder is also very slow, until the IE settings are reset, then it blazes.

None of the machines have "Automatically detect proxy" enabled within IE so that is not the issue.
We have use 3 different tools to capture the difference between a admin reset and a non-admin reset and cannot find any differences.

Any help in identifying what setting is either slowing it down or being changed during and admin reset would be most appreciated.
