I use Word 2013 & I can get the numbers to appear as you have asked but it is fiddly.
To get the 4 as you want it Select Symbols & in the Fonts scroll down to OCR A Extended.
For the 1 use Gill Sans MT Condensed.
When you insert the numbers in your document you can adjust them for size as necessary.
If you want to insert a lot of numbers it would be time consuming.
