It does seem that your problem is a combination of problems with Internet Explorer & Office 2010. As you don't have Office 2010 to reinstall & reinstalling Windows will remove you Office 2010 completely you are really in a catch 22 situation.

The ideal solution would be to reinstall Windows & then reinstall Office 2010. Does your laptop have a Windows 7 activation code sticker on it. They are often on the bottom of the unit or in the battery compartment. If that sticker is there & readable that should overcome the Windows 7 reinstall problem, but you would have to buy Office 2010 or 2013 or look at a subscription version.

Yes, Office does have it's own activation code. You can download a copy from MS, but you have to already have an activation code. If you don't have an activation code you have to buy one, as you cannot activate Office without a code. If you buy an installation DVD of Office it will come with an activation code.
I bought Office 2013 Pro in 2013 & it was on DVD but most of the installation comes via the internet from MS. The only problem was the price I had to pay & that was over au$500.

IE, or Internet Explorer is part of Windows 7 & is integrated with it. You can download later versions of IE to update if you are using an older version, but IE updates usually come through the Windows Update section if you have it set for Auto Updating.

There is no activation code locatable within Office but this website tells you how to find it if you have Office installed. Read through it & follow the link for finding the code in Office 2010 & 2007, you need to download a key finder program & it tells you how to get it working. Hopefully it will help you. Please note I have not used it so I don't know how well it works.
