Outlook 2016 - corrupt PST (due to size?)

This is my wife's work PC so I am not always there for errors etc...
The pst file in question has been repaired countless times.

I have a PC that has an outlook pst file going back to 2003. It was used with 2013 and is now being used in 2016. The setup is pop w/2 email addresses. Nothing fancy at all. There is one relatively large archive pst and a main pst. They are probably 5-6gb and 4gb.
For years there have been slightly annoying problems with outlook related to mail and repairing the pst would fix the problem. Eventually I wiped the drive and reinstalled W7 Pro and setup Office/Outlook again.

After 3 months outlook has gone batty. it's downloading 20 copies of the same email and sometimes will not allow deletion. Repairing the pst has worked...but something is trashed in the pst and I know this will continue happening so I need to do something about it.

IS the problem due to the size of the pst file? One error message said that 2003 pst files were limited in size and I should update.

This is an account used for work and there are boatloads of contacts and emails that need to be saved.

    I was thinking:
    1) new pst file
    2) export the contacts to a NEW outlook.com email address and then import them back into the new pst file. I fear that dragging and dropping the contacts will cause corruption.
    3) keep the OLD pst file and the archive pst open in outlook as archive-type folders. I will get rid of the send/receive capabilities in the OLD pst.

I wonder if corruption will makes it way into the new pst file. I also wonder that even if the OLD and Archive pst files are not actually being used that the size will still make Outlook 2016 eventually start freaking out again. They will be used occasionally to look up discussions etc...

Thoughts? This has been going on for years and I need to get it fixed.

Outlook 2003 and 2007 pst file size has a default limit of 20GB.

Outlook 2010 and 2013 pst file size has a default limit of 50GB.

    I don't know about Outlook 2016.

One issue I've had with 2003/2007/2010 was due to email attachments that were somehow corrupted.

Also, after you delete a number of unwanted emails be sure to Compact the data file.
