clipart all MS office generic WAV icons with error code 0x800c0008

My computer was recently remapped to the network here at work so I could access a new network drive. Also for whatever reason though the computer is set to auto update there were a large number of updates which had not been successful that then hit and did install successfully.

The net result is that in all MS office applications when I go to insert clipart (Win7 pro x64 Win 2007 office pro) all but a few icons are represented by a generic "blue note" icon that says WAV and then the file name. Clicking on any result in a 0x800c0008 error code as unavailable. The MS desktop icons are all working as they should.

I have surfed as many forums as I can find. uninstalled and reinstalled the entire office suite 2x. deleted cache files, added thumbnail registry, run as administrator, allowed microsoft through firewall, turned firewall off.... added permissions etc. Our staff IT person has also tried most of the above as well. It is working fine on other units mapped similarly. and yes I have "repaired" office multiple times too... tired of rebooting to same result...
