Permissions in Microsft Access 2003

I am running Windows7 Home Premium 32 bit OS. Have a database in Microsft Access that is central to my work. It was operating on XP Service pack 3. Hard drive crashed and computer shop installed Vista Business as we were running Xp under the Vista business license. I cannot get the database to open. Get message error message see attachment. Have tried changing permissions in the data base properties giving permission to everyone changing ownership and removing inheritable permissions. Still get the same message. Can anyone give me some insight the database is critical
