What's wrong with Visual Studio 2003 -- it worked (and still works fine on an XP VM) years ago and even a dummy like me could use it easily.
However I do agree for accessing more modern technologies you do need software capable of performing newer tasks such as mobile web applications.
I doubt if you could for example write an app for a mobile phone with Visual Studio 2003.
Another example for instance is in the proof of Fermat's Last theorem.
This could could NEVER have actually been solved in Fermat's time -- most of the required mathematical techniques needed to solve this were only invented in the last 30 years or so.
