Outlook 2003 stationary source code

Am trying to create stationary with a background image and I cant get the Notepad to save the new source code.
I have to modify the source to prevent multiple images. Clicking on File and save just doesnt save.
The addittional coding I am inserting is
background-position:centre centre; background-repeat:no-repeat;background-attachment:fixed;

I have used this coding successfully with XP but for some reason its not co-operating with Win 7.
I'm also getting a window telling me I cant run Active X when I try to create a new email message with this coding.
Active X is definately enabled and security settings are set at Medium.
What am I doing wrong please?

I can do what I want in ie6 with XP, could it be the problem is with trying to do it in ie8?
