I just got a new computer with Windows 7 and office 2010 and noticed my outlook wasn't scrolling when receiving a new message. My bosses would come to me saying "did you get that email?" I would say huh? and have to scroll up to the top and say...stupid outlook!
I looked through all the settings, etc. Googling brought me here. I didn't want a work around, I wanted it to work like 2007 and every Outlook before that. So I kind of gave up. But today I came upon it by accident. Anyways, it's working for me now. Here's what you do:
1. Go to your inbox
2. On the scroll bar to the right of the messages, right click the scroll up arror. (a menu shows scroll here, top, bottom, page up, page down, scroll up, scroll down)
3. Choose "scroll here"
Just made an edit. You don't have to select top message. I also notice that every once in a while I have to repeat these steps. So not a full solution, but I'm not going to bang my head against the wall anymore.
