Windows 7: Error 25004 when trying to reinstall Office 2007

"error 25004 config.xml not specified. a valid config.xml must be authored when deploying ( null ) setup failed rolling back changes"

My Office Enterprise 2007, which has been installed for about a year, became corrupt somehow. I cleaned every trace of it off my system and tried to reinstall and this is the message I get.

I must emphasize I have searched the hell out of the internet and found tons of people having this problem, but have yet to find anyone who solved it. The typical fixes are manual uninstall per Microsoft support, installing under a different user account, run as admin, etc. Tried them all. Cleaned every trace on my drives and the registry. Used Revo uninstaller to clean out any leftovers as well.

I am at my wits end, is there a fix for this other than reinstalling Windows 7?
