is there a photo resize that allows independent alteration of horizontal and vertical adjustment, like the one on win xp. have tried several but all seem to alter together.

Microsoft Office Picture Manger should do the trick.

Open Image in Picture Manager >> Right Click Image >> Click Edit >> Resize (on right menu) >> Enter the size you wish to have.

    Hope this helps.

If you are running windows 7 then it should be built in

    Search - picture manager

IMHO all picture modification software is capable to resize width and height independantly.
You'd need to uncheck a box that might read "preserve aspect ratio" or "keep proportions" etc.
personally I use Zoner Photo Studio 12 (because of all the options)..which I found here: FREE Great Programs for Windows 7
but Irfanview or Xnview do the job just fine.

There's at least one of these threads every week, so I'll respond with what I always do....

Image Resizer Powertoy Clone for Windows

Integrates directly into the Windows 7 shell so you can just right click -> resize whatever pictures are highlighted to whatever size you wish. Could not be simpler or cleaner and better than installing more third party software.
